Kerry Hayes founded Coeo in 2021 after serving as Chief of Staff at the City of Chattanooga.

Kerry’s career as a communicator and strategist includes senior leadership roles in agencies large and small, experience in the private, public, and nonprofit sectors, and successful consulting engagements for scrappy start-ups and venerable institutions alike. His public affairs campaigns and strategic guidance on earned media and content creation have helped build audiences, raise funds, and influence legislation for brands, businesses, and causes around the country.


Over the course of his career, Kerry has worked with major corporations, small businesses, philanthropic foundations, schools and universities, healthcare organizations, government agencies, and advocacy groups who want to make their communities more sustainable, equitable, and prosperous.


Kerry and his partner Stacey live in Chattanooga’s Hill City neighborhood with their two dogs, Watson and Ollie. Kerry is a proud Board member of the Sycamore Institute and WTCI-TV, as well as the current Chairman of the Chattanooga Industrial Development Board. Brooke Satterfield joined Coeo in May 2024 after serving local government in a variety of leadership roles for nearly seven years.

Brooke Satterfield is Coeo’s Senior Strategist. She joined the firm after a distinguished seven-year career in the Chattanooga Mayor’s office, during which she served in multiple capacities under two administrations, most recently as the city’s Chief Policy Officer.

Brooke brings a deep understanding of local government budget and policymaking processes, as well as years of experience managing complex, multi-agency partnerships, stakeholder engagement efforts, and crisis situations, particularly those involving law enforcement and first responders. She was also the lead staff member for the City’s 2021 mayoral transition  – the municipality's first in 8 years – and subsequently helped direct Chattanooga’s response to its homelessness crisis.

Brooke is the daughter of a social worker and a firefighter, a native of Dalton, Georgia, and a two-time University of Tennessee at Chattanooga alumna. Connect with Brooke on LinkedIn.
